Richard Savard Chief Executive Officer
An experienced leader within the payments industry, Rick Savard was named CEO of FSV Payment Systems in 2010.
As CEO, Savard is responsible for overseeing the strategic direction of FSV and driving maximum impact in the employer solutions, retail partners and commercial services lines of business. Under his direction, Savard has established a culture of innovation and collaboration that enables FSV to be an industry leader in existing and emerging prepaid solutions.
Prior to FSV, Savard was CEO of NetSpend Corporation, a leading U.S. prepaid card company. Before joining NetSpend, he was SVP of Marketing for Federated Department Stores (Macy's), where he led the company's marketing activities for private label credit cards, as well as the company's Visa® portfolio, gift cards, and loyalty program development. Earlier in his career, Savard served as VP of Membership Rewards at American Express in Canada where he led the launch of the Membership Rewards loyalty program.
He holds a bachelor's degree in Commerce from Concordia University in Montreal, Canada.
Steve Fussell President
A 25 year veteran of the information technology/financial services industry, Steve Fussell became president of FSV Payment Systems in 2010 overseeing information technology, operations, human resources, and marketing.
Fussell has long been on the forefront of the prepaid card revolution. His unprecedented expertise in information technology, payment networks, operational efficiencies, and credit/debit systems has been instrumental in the optimization of FSV's prepaid platform.
Committed to bringing practical business solutions to clients and cardholders, Fussell's ability to focus the organization on breakthrough innovation, speed-to-market and growth across all lines of business enables him to be an effective and efficient leader.
Having managed scalable operations throughout his accomplished career, Fussell brings a wealth of experience to FSV. Prior to joining FSV, he served as CIO for NewComLink, a financial services startup company, where he was responsible for product development and overseeing all information technology initiatives. He previously served as CIO/COO of NetSpend Corporation, leading the technology, ecommerce business, security and operational areas of the company during substantial growth periods. Fussell also spent 17 years at Federated Department Stores (Macy's) where he held a variety of key positions in information technology and financial services.
He holds a bachelor's degree in Mathematics from Auburn University at Montgomery, Al.
Stephen T. Middlebrook General Counsel
Steve Middlebrook joined FSV Payment Systems as General Counsel in 2011. With more than 20 years of legal experience, Middlebrook oversees legal affairs, regulatory compliance and public policy for FSV.
Middlebrook came to FSV after spending more than a decade with the U.S. Department of the Treasury. During his tenure with the Federal Government, he helped design and implement prepaid and stored value programs for Federal agencies. His Washington background, coupled with his practical understanding of how prepaid products work, make him a thought leader in shaping and navigating the constantly changing regulatory framework that surrounds the industry.
Middlebrook is a graduate of Georgetown University Law Center. He is active in the American Bar Association, Business Law Section and a frequent author and speaker on topics related to emerging payment products.
